The Administrative Council is the highest administrative body in the church and acts on behalf of the annual Church Conference in the month to month and day to day life of the church. According to the Discipline, the Administrative Council
"shall provide for the planning and implementing of a program of nurture, outreach, witness, and resources in the local church and for the administration of its organizational and temporal life."
The chairpersons of all work areas, committees, and boards are members of the Administrative Council as well as representatives from various groups within the church such as United Methodist Women, United Methodist Men, or lay delegates to Annual Conference. There are also a large number of members-at-large elected to serve on the Ad. Council. The Administrative Council is required to meet at least quarterly, although it is usually a monthly meeting. All groups and committees in the church are amenable to the Administrative Council except for the Staff Parish Committee with regard to pastoral appointment. Thus it is the Administrative Council that "initiates planning, establishes objectives, adopts goals, authorizes action, determines policy, receives reports, evaluates the church's ministries, and reviews the mission and ministry of the church."
